Can someone help me find a pattern to make something like this?

This one is also close but I really want it to be short sleeved (And as you can see, SOLD OUT!).

I've tried looking for "bolero" and "shrug" but have run into a couple of problems.

1) They are all long sleeved. The actual item I want to make is very short/cap sleeved.
2) I thought I might be able to adjust the sleeves of any found pattern but all the sleeves are knit bottom up and it's too much tinkering for me to calculate top down.
3) They are all too tight. I guess this is the least of my problems because I can just change the guage.
